i saw the debate where he said i want to spend $716 billion more than ryan, more than obama. and what we're hearing from romney is you're trying to cut $716 billion. no, what he's saying is we're going to do the same thing ryan has proposed which we're going to not increase by $716 billion the medicare, we're going to pay the same rates as the states, 45 states pay a medicaid rate for reimbursement lower than medicare. so he said we're going to spend $716 billion more than your plan, obama. and by the way, we're going to spend $2 trillion more on defense. so far romney's saying we're going to spend more than democrats. >> and no revenue. >> let me tell you how we know he's secure with his debate. debate night he talked about romney care, the plan he passed in massachusetts and the next day he went to sea pack and got a hero's welcome. guys, the base is okay. >> the counties in this country with the highest percent of medicare recipient are republican counties. of the 47% he talks about, romney will get half of them. >> 47% don't know they're in that 47%. >> they don't identif

i think clearly president obama missed the opportunity to do that during the debate. he kind of let mr. romney climb out of that kind of space that they had put him in, but there will be many other opportunities as we see the president's back strong on the stump hammering romney. there will be another debate. we forget it's a long time ago, mondale wins the first debate against reagan, reagan comes back and cleans his clock in the second one. john kerry in 2004, you remember, won the first debate, against george bush. george bush similarly seemed very unhappy to be there as the president. bush comes back in the second one and wins, goes on to win. so lots of opportunity for the president to come back. but clearly let romney back into this. >> i guess, sam, how far is mitt going to go towards the middle? i mean, bill brings up the question of reproductive rights, the obama care question is certainly still, you know, how much is mitt romney going to embrace massachusetts, his legacy there, in the coming weeks? it's a sharp pivot. >> wasn't just during the debate. he was

if you really think about what barack obama's problem was the last debate, he kept looking down at his notes and seemed to not really engage either romney or the moderator, for whatever his reasons. this time it's going to be different. he will be talking to the voter, so you really want to go right at them and talk to them as if you're their best friend. i would be studying, if i were both of them, bill clinton tapes. >> some analysts say that they thought the president perhaps misjudged here because he was speaking directly to the camera, directly to the american people, but he wasn't speaking to his opponent. he wasn't speaking to the moderator, and people didn't feel like he was quite engaged there. what needs to happen for both of them to have a strong performance, and how do you think the president might recalculate, recalibrate what he does next go-round? >> well, he is better -- you know, he is going to have to do much, much better, as we all know. i think he has to relax a little more. he has to seem like he wants to be there. he is going to have to really have a kind of diffe
